ALMOST £1 out of every £4 spent by Redcar and Cleveland Council in two years’ time will be on paying for borrowed cash.
An Audit Commission report highlights that by 2013/14, 24% of the council’s net revenue budget will be required to pay for investment in existing and new capital projects. Councillor Steve Kay said that figure was the largest for any unitary authority.
But leading Labour councillors have defended the council’s strategy of borrowing money to invest in regenerating the borough.
Mark Hannon, Cabinet member for economic development, told a meeting of the council: “We must regenerate the borough. I feel like Manchester United - because we are successful, everyone wants to get a dig at us.”
In the Audit Commission report it was stated: “The council is tied into several high cost PFI schemes and long-term loans, taken out some years ago, with fixed interest rates that are now well above current rates.
